Sacramento City Council Approves 'Advance Peace Program' Which Will Offer Cash To Gang Membe

In an effort to reduce bloodshed from gang-related shootings, the Sacramento City Council recently approved a program called 'Advance Peace' which will pay cash stipends to non-violent gang members.
The program itself is not new as it is already in use in Richmond, California.
The vote came after Ernie Cadena, a 49-year-old local resident, was shot and killed along with four others at Meadowview Park last Sunday. Him and his friends had gathered to film a music video.
Cadena's daughter, Aliseah Cadena, said, "He was a wonderful father and he was a soon-to-be father. I wish I could have him back."
Sacramento Mayor Darrell Steinberg addressed the shooting and implementation of Advance Peace by saying, "Five people were shot in Meadowview on Sunday. Let's get going on doing everything we can to save innocent lives."
The program itself will cost $1.5 million out of the city's general (tax payer) fund. It will ultimately offer cash stipends to key gang agitators, encouraging them to graduate school and remain peaceful.
Councilwoman Angelique Ashby did not agree with all of the terminology in the program's contract. She said, "In multiple places in the resolution, we say it's a four-year contract. In the contract, we call it a three-year contract. Those are key critical terms; they don't agree."
Nevertheless, voting for the program passed with a remarkable 9-0 count.
