Trump Announces He Will Build The Wall Through U.S. Military

In an early Sunday morning tweet, President Trump said the following:
Because of the $700 & $716 Billion Dollars gotten to rebuild our Military, many jobs are created and our Military is again rich. Building a great Border Wall, with drugs (poison) and enemy combatants pouring into our Country, is all about National Defense. Build WALL through M!
One can interpret this in two ways:
A) He will literally use a small portion of the $700+ billion military spending received in the recently passed omnibus bill and direct the United States Army Corps of Engineers (USACE) to begin building the much needed wall along the southern border. The USACE is listed as a federal agency under the control of the Department of Defense (DoD) and is made up of 37,000 civilian and military personnel.
According to Wikipedia:
"It [is] one of the world's largest public engineering, design, and construction management agencies. Although generally associated with dams, canals and flood protection in the United States, USACE is involved in a wide range of public works throughout the world."
OR
B) When Trump said "Build WALL through M," it was a metaphorical expression and means if we make the military stronger and more efficient than ever through the historical amount of funding that was passed, our armed forces, in general, will assist in protecting the border.
Hopefully option A) is the route Trump chooses to go. Some on Twitter tend to agree:
The president did however follow up with this message:
Much can be done with the $1.6 Billion given to building and fixing the border wall. It is just a down payment. Work will start immediately. The rest of the money will come - and remember DACA, the Democrats abandoned you (but we will not)!
When he said "The rest of the money will come," it could either mean it will come from future funding legislation (or trade related profits from the bi-lateral relationships he is creating throughout the world), or, as we mentioned earlier, from the $700+ billion received for military spending.
Trump is famous for making unorthodox decisions, so we'll just have to wait and see how the story unfolds.
