The rogue nation has an agreement with South Korea that it would inform them in advance of opening the dam. This pact was formed after six people died in 2009 from rushing waters.
Opening the reservoir poses a threat to those who live in low-lying border areas.
According to the Korean Herald, the South Korean military noticed the release on Monday evening after water levels under the Pilseung Bridge rose to almost six meters.
A crisis is declared if water levels reach 7.5 meters or higher.
